ANNOTATED PROVISIONAL AGENDA

27 to 29 October 2009

The sessions of the XXXV Regular Meeting of the Latin American Council of SELA will be held in Caracas, Venezuela, in the headquarters of the Permanent Secretariat, on Av. Francisco de Miranda, Torre Europa, Fifth Floor, Simón Bolívar Conference Room, Campo Alegre.

The Preparatory Stage will take place on 27 and 28 October and the Ministerial Stage on 28 and 29 October 2009.

ITEM I. ORGANIZATION OF WORKS

An informal meeting with the Heads of Delegation will take place, prior to the opening of the Preparatory Stage, with a view to unifying criteria as regards the following issues:

  1. Election of the members of the Bureau: Consultations will be made to elect the Chairman of the Council, the First Vice Chairman, the Second Vice Chairman and the Rapporteur.
  2. Draft organization of works for the Meeting.
  3. Agenda for the Preparatory Stage.

In accordance with Article 22 of the Regulations, the Latin American Council should approve the Agenda. Once the Bureau has been elected, the Latin American Council should consider the Draft organization of works (Part II of this document) and the Provisional Agenda (SP/CL/XXXV.O/DT Nº 1-09), during its first working session.

ITEM II. FORUM: “Integration and Convergence of Latin America and the Caribbean in the area of Health”

As an activity to open the Ministerial Stage, a Forum on Convergence and Integration of Latin America and the Caribbean in the area of Health will be held on Wednesday 28 in the afternoon, with the participation of prominent personalities dealing with the topic. Representatives from SELA Member States will also participate.

The objective or main purpose of this Forum is to gain knowledge and make comments on the contents and progress of the “Convergence and Integration of Latin America and the Caribbean in the area of Health” project, aimed at promoting initiatives for coordinating subregional and regional integration programmes related to that sector.

ITEM III. ANNUAL REPORT OF THE PERMANENT SECRETARIAT

The Permanent Secretary will submit the following document to the Latin American Council: “Thirty-Third Annual Report of the Permanent Secretariat” (SP/CL/XXXV.O/DT Nº 3-09), detailing the activities carried out since the XXXIV Regular Meeting to date.

ITEM IV. WORK PROGRAMME FOR THE YEAR 2010

The Permanent Secretariat will submit the “Draft Work Programme for the year 2010” (SP/CL/XXXV.O/DT Nº 4-09) for consideration of the Latin American Council. In accordance with the provisions set forth in Decision Nº 440, the following three areas will be dealt with: (1) Intra-regional Relations; (2) Technical and Economic Cooperation; and (3) Extra-regional relations. In each area, the projects and activities are being described, which are considered necessary for complying with the mandates of the Latin American Council and recommendations and requests of Member States carried out in regional meetings during the year 2009.

 

ITEM V. BUDGET OF THE PERMANENT SECRETARIAT FOR THE YEAR 2010 AND ADMINISTRATIVE MATTERS

  1. BUDGET The Permanent Secretariat will submit the “Draft Administrative Budget of the Permanent Secretariat for the year 2010” (SP/CL/XXXV.O/DT Nº 5-09) for consideration of the Latin American Council, along with its corresponding explanatory preamble. The amount and the income and expenditure structure remain at the same level as those of the budget for the year 2009.

     

  2. ADMINISTRATIVE MATTERS
    1. Audit Report on the Financial Statements of the Permanent Secretariat at 31 December 2008. The Permanent Secretariat will submit the “Audit Report on the Financial Statements of the Permanent Secretariat at 31 December 2008” (SP/CL/XXXV.O/DT Nº 6-09) for consideration of the Latin American Council.
    2. Audit Proposal for the year 2009 The Permanent Secretariat will submit the “Audit Proposal for the year 2009” (SP/CL/XXXV.O/DT Nº 7-09) for consideration of the Latin American Council.

ITEM VI. INSTITUTIONAL MATTERS

The Permanent Secretariat will submit the following documents to the Latin American Council:

  1. Election of a Member of the Administrative Tribunal of SELA
    The Latin American Council will proceed with the “Election of a Member of the Administrative Tribunal of SELA”. Document SP/CL/XXXV.O/DT Nº 8-09 will be submitted for that purpose.

ITEM VII. TECHNICAL COMMITTEE OF THE IBERPYME PROGRAMME

Once known the results of the above-mentioned Programme during 2009 and the Work Programme for 2010, this Committee – to be made up by SELA Member States, diplomatic representatives of the governments of Spain and Portugal, the Ibero-American General Secretariat, the Spanish Agency of International Cooperation for Development (AECID) and the Portuguese Institute for Development Support (IPAD) – is expected to hear the analyses, comments and suggestions to be submitted by the participating countries and organizations in the Ministerial Stage of the Latin American Council.

The “Draft Project of Activities of the IBERPYME Programme for the year 2010” (SP/CL/XXXV.O/DT N° 9-09) will be submitted for consideration to the aforementioned Committee and to the Latin American Council.

ITEM VIII. OTHER MATTERS

As customary, this item is open in order to consider those initiatives that the Delegations of the Member States might propose.
