Session I: Competitiveness and management of ports

According to recent studies, the cost of sea freight and associated insurance varies between 15% and 17% of the value of imported goods for countries with medium maritime connectivity. This figure increases by 25% in the case of countries with low connectivity, too high compared to 11% in developed countries, making clear that competitiveness efforts should concentrate on port and land connectivity, where increased efficiency and transparency is needed to not unnecessarily increase the total logistics costs. These elements emerge as impediments to export, showing part of the lack of infrastructure in non-coastal areas, especially for perishable products, linked to the efficiency of the logistics system, the effective connectivity between production areas and the market, and the reliability of supply chains.

SESSION II: Anti-competitive practices in the sector of services and port infrastructure

A wide range of competition concerns could arise from certain features of ports such as their unique geographic position, the necessity of specialised equipment and the limited capacity, among others. Authorities are invited to present their experiences about constraints and challenges faced in the port sector for the construction of fairer and more competitive markets. 

The presentation of speakers will be followed by a round of questions and answers.

SESSION III: Control of concentrations in the sector of services and port infrastructure 

Concentrations significantly affect the structure of one or more markets and, consequently, the behaviour of their participants. Authorities are invited to present their experiences about potential obstacles to effective competition as a result of concentrations in the market of services and port infrastructure.

In this plenary session, UNCTAD will present a study on the challenges faced by developing countries in the field of competition and regulation in the maritime transport sector.
