SELA and CLAD received training in institutional strategic planning

For four days, an ECLAC team trained SELA and CLAD officials on the theoretical and technical foundations for the implementation of the results-based management.

The Latin American and Caribbean Institute for Economic and Social Planning (ILPES), a body of the Economic Commission for Latin America and the Caribbean (ECLAC), delivered a specialization course on “results-based management and budgeting” to officials of the Latin American and Caribbean Economic System (SELA) and the Latin American Centre for Development Administration (CLAD) in Caracas, Venezuela.

The course, geared to the human capital of those institutions involved in planning, programming and budgeting processes, aimed to develop skills by delivering theoretical and technical foundations for the implementation of the results-based management and its application in the budgetary field, while incorporating open government policies, as specified by ILPES on its Web site.

For this purpose, methodological and practical exercises were combined with spaces for dialogue with participants about the application and development of these concepts in Latin America and the Caribbean, and outside the region.

The results-based management approach involves the possibility of making a positive impact on governance through openness of processes and data characterized by transparency, participation and collaboration.

At present, it is crucial for our institutions to make progress towards results-based management, strategic planning and performance evaluation schemes, while achieving more effectiveness and efficiency with quality standards.

After outlining the conceptual map for institutional strategic planning of SELA and CLAD, taking into account valuable proposals for each organization, sessions on analysis, objectives, design, products and planning concluded that it was necessary to make progress and create changes.
